Each pathway has its own eligibility criteria, investment thresholds, and obligations. Choosing the right stream depends on your net worth, business goals, preferred location, and long-term plan for settling in BC.
To apply through the Base Stream, you must meet the following core requirements:
Personal net worth: Minimum CAD $600,000, verifiable, legally obtained.
Business/management experience: either
At least 3 years as an active business owner-manager, or
4 years as a senior manager, or
A combination of 1 year as owner-manager + 2 years as senior manager.
Education (if business experience is lacking): A post-secondary credential may substitute in some cases.
Language proficiency: English or French at minimum Canadian Language Benchmark (CLB) Level 4.

If you meet these core requirements and submit a strong business plan, you can register for BC PNP. But meeting minimums does not guarantee an invitation — the competition is real. That’s why a compelling BC PNP business plan matters.
If you plan to set up in a smaller BC community (outside major urban centres), the Regional Stream (regional pilot) offers lower financial thresholds:
Personal net worth: At least CAD $300,000.
Investment: At least CAD $100,000 in the new business after invitation.
Ownership: At least 51% ownership of the business.
Business/management experience or education: Similar to Base Stream: a few years’ experience or post-secondary credentials.
Language proficiency: CLB 4 (English or French).
Business viability & community alignment: Your business proposal must demonstrate that the business aligns with the economic priorities of the selected community (e.g., local needs, regional development).
This stream is ideal if you prefer a more regional lifestyle and want to take advantage of lower entry thresholds; but community referral and a local exploratory visit are required.
If you are representing a foreign corporation looking to expand into BC, the Strategic Projects Stream allows you to invest and bring key staff to Canada. Requirements include:
Minimum corporate investment: CAD $500,000 equity into establishing or expanding the business in BC.
Job creation: For each foreign key staff proposed (up to five), the business must create at least three new full-time jobs for Canadian citizens or permanent residents.
Company profile: Typically, successful applicants have well-established companies - often over 150 employees and substantial annual revenues.
Key staff eligibility: Proposed staff must be senior executives essential to the BC business, and eligible for immigration.
This stream is best suited for international companies with scale, seeking to set up operations in BC and relocate key personnel.

Net worth verification ; if invited, you must get a verification report from a BC PNP authorized accounting firm.

After approval - work permit & performance Agreement : You receive a Letter of Support to apply for a work permit, arrive in BC and start operating the business under a Performance Agreement.
Implement business & meet performance obligations : within the timeframe (typically 18–20 months for Base/Regional stream), run the business, meet job creation and investment criteria.
Submit final report → Nomination → Apply for Permanent Residence via Immigration, Refugees and Citizenship Canada (IRCC)
